It is separate, but it seems like City say "OK your ATP rules are valid, and what do you say about our 115 charges?", and PL say "What Charges?".I thought this was separate to the 115 charges?

I don't think there's any way they will admit they were guilty of anything. The whole thing is a nonsense anyway, why shouldn't clubs be allowed to spend whatever they like providing they're not loading unsustainable debt onto the football club? These rules came in after some clubs went bust and that's what they're supposedly designed to stop happening.We're all supposed to believe that this 'independent jury' is taking months and months to draw its conclusions about the charges - possibly even years. The reality is there is almost certainly a huge behind-the-scenes negotiation going on between Manchester City and the Premier League to agree on a suitable punishment that on the face of it looks harsh, but in reality does absolutely nothing to genuinely hurt them or prevent them from immediate future success.
Something along the lines of a three-window transfer ban, a monetary fine (likely suspended) and a tiny points deduction in line with what Everton received.
