Even £10 a week, a £25 signing on fee and a zero hours contract would be overpaying for Tosh.
( he is a free agent and as you know free agents expect a very good wage because the club hasn’t had to find a transfer fee. He would expect a very good wage. He hasn’t left Burnley to earn peanuts somewhere else)

Very interesting then as that rules out the three teams linked this summer.

Benfica signed Rodriguez, Roma kept hold of Kone and Inter got Diouf.

It’s not a binary option between Iroegbunam and Brownhole.
Other players can be considered.
You appear to have become fixated on two players.
There are a multitude of options to be explored.
And many , many cheaper options than Tosh (and younger ones , with the possibility of actually being PL quality)
Championing a 30 year old attacking midfielder who has 6 goals in 111 PL appearances is strange.
Unless you prefer us engaging in our annual battle for survival.

I think it’s quite clear at this point that there is not. There was at the start of the window, but sadly our esteemed recruitment team have got us to the 23rd of August without exploring those options.

Even the most derelict recruitment team could go out and find an alternative to Tosh , in their teabreak using their petty cash tin.
I suspect that his position is not a priority.
If it was and there were no other options , which would be laughable, he would be here already.
Funny how there is hardly a queue of suitors for his amazing talents.
