I’m on about spending over the odds and being dragged through a protracted negotiating process where we are fleeced. Granted it’s not paying over the odds for maturer players with no resale, this is paying for someone mainly on potential with very little experience

Compared to players of a similar profile with the same high expectations, he doesn't have any of the red flags that tend to mark the ones who don't pan out, namely not being able to handle the pressure, off field issues, a poor injury record, etc. A big price tag is high risk but this could be a very high reward.
 

What is the difference between asking to leave and making a transfer request?

Am I being stupid or is not the same thing ?
I'd guess one is much more respectful than the other, he's probably a nice lad and has just asked that if the offer is right, he'd like to play for us whereas there's the Gordon route of being a bell.
