Imagine you are Huddersfield or similar. Going in to the start of the season aiming to get in the playoffs and make it to the Championship. A 5 year plan for many teams in that league would be to make it to the PL. But what's the point? It would be so difficult to stay in the PL, and simply no chance of ever being able to compete at the top.

We've been in the top flight for 70 years. We can (just about) afford to build an incredible, state of the art stadium on the waterfront. In theory, we are in a better position than 90% of the football pyramid. But it's almost impossible for us to compete with the 2-3 teams at the very top.
