All depends i think on whose expressed interest prior and are they doing other deals, the three I've seen linked prior are the rs, Bayern and Napoli, ones just signed Diaz the other is looking at signing the Madrid singer and Napoli signed a lad from psv and are looking at Garnacho.

That's possibly three options off the table in a week.

That was reversed, I'm sure they're still in bother financially, the entire league is struggling apart from PSG. Not sure whether or not that amounts to the need for a fire sale though. They had a ban on incoming transfers running to 2027 not sure if that still applies.
