Not sure given how attractive we are that in this initial window you can negotiate (or certainly draw out the negotiation by ‘playing the market’ - that’s a sure way to miss out. You get your better targets in quickly (if that means less negotiation then so be it) and then performances should improve, we achieve better PL finishes, achieve Europe and become more attractive to the better players. Once that has been done you become more attractive because your profile is raised. All clubs that have had some degree of money have done exactly that.
Not football related, but in my career, a motor insurer come to Liverpool and started recruiting. Their salaries at that time were over the local salary banding because they knew they had to attract the best talent. and created a buzz with existing insurance employees. Once they went live in a Liverpool, in that first year, they then started to align their salaries with the competition. This is how it should be done. I think the only reason it probably hasn’t is because of PSR restrictions and squad enforcement needs so we cannot spend a lot on one player, so if you can’t afford to the above you target more reasonable players at a slightly lesser cost who will improve the team and squad, that just aren’t at the same level as the above players. It’s an iterative process window to window.
