On purpose hair pull I can understand severe rules. But, challenging for headers, they have to put their hands somewhere. I realise this case isn't quite that cut n dry. I saw Kelly Smith pull a keepers pony tail 10+ years ago in a final maybe and nothing going. Seems the hair pull problem has had beefed up rules for it.
