The statement isn't even designed to deter to people, it's designed to allow them to say they warned people and didn't encourage it.
A little of both, I'd expect. Maybe they are expecting most people to ignore it and they can say they've covered their backs, but also expecting a few to comply, even if only a small number.

Especially those with kids and older or infirm people - which in fairness are the ones you really need to look after.

I don't even think it's that at this point. Nobody who really wants to go on sunday is going to see one very gently worded paragraph in a wider statement and say oh no i'd best change my plans. If they were really trying to deter people they'd be pushing the message at every opportunity, not actively encouraging people to turn up for an officially endorsed coach welcome. Of course they won't mind if some people do heed it, but that's not the point of it. The statement is just so they can legitimately say that they asked people without tickets not to come, nothing more.
