Makes me wonder if they're not doing a deal to cover both charges so we serve our penalty before the end of the season and start afresh in 2024/25 with a clean slate. Then it would just be Forest worrying about final standings.
Not that there SHOULD be any deals. A forensic financial specialist like shagger should blow the IC's ruling to pieces. But kangaroo court etc.

Prior to that date both the PL and Everton had proof read the written reasons ( source the written reasons refers to this )
Did he know before the club ? I suspect if he knew before 17/11 he would have leaked it

I’m starting to think (based on nothing but the strange voices in my head), that the PL (sorry, “independent panel”) have said to Everton that they don’t plan to budge from the original verdict (or suggested that the deduction will only be reduced to say 8 points), and Everton have therefore threatened to go thermo-nuclear on them with threats of litigation and dragging it all through courts etc. if they don’t change their mind. Now the PL’s arse is nipping at what to do next.

Only if the KC showed exactly what grounds on which EFC could mount a legal challenge that would win. Surely he did that as well as using his own 'forensic' financial clout to find a loophole that would blow the original IC away...

They 'could' overturn our mitigation on the Richarlison sale, which woudl return our 10 points and maybe remove us from the second charge and give precedent for Notts Forest to have no points deduction. That way, no appeals needed, all sorted before the end of the season, job done, thank you very much. Now, about that rule change.....

IF the decision has been made it will have been communicated to both parties and for an announcement to be held up both would need to agree to keep it quiet.
One of the only reasons I can think of would be that like you say negotiations are now taking place to reach an agreement that covers the whole thing rather than go through another disruptive process.
You'd be surprised how resilient us Toffees are mate...a lot more short term pain to come possibly.
What we're going through right now is the fallout out of 30 years of complete mismanagement.
Am always optimistic Bluer Skies are round the corner for Evertonians.
