I do agree, but if his option was Harrison or nobody, which it may well have been, then it's Harrison, regardless of how poor he's been. He needed to pad the squad out with a limit pool of players. It's an unenviable task. We need to judge him now he has a more settled structure to work with

But how many of those were players he wanted Vs players that are available. He was task was to ensure we had a complement squad with no money to do much, he didn't really have a choice of players, it was more accepting what's there. His hands are pretty tied.
