Having thought about the penalty rebound rule change I think it will eliminate the need for the players to be lining up to follow up the penalty and there will be not need for players to be near the penalty taker or encroaching into the penalty...

Instead of bringing in new rules they should focus on fixing the rules they already have in place, and maybe start punishing teams that blatantly ignore the rules.
