Wharton has dropped out of that U21 squad. Still recovering from concussion in FA Cup final. Apparently if Liam Delap joins Chelsea they'll be taking him to the Club World Cup thing instead of the U21 tournament. Archie Gray has previously explained his choice:

Sure I read his family are settled in Cheshire, kids in local schools etc and part of the reason he was desperate not to get relegated is he didn't want to have to move clubs and change their situation.
