Refurbishing a working lounge is not really the same as completing installation of all of the lounges.

There have been many whole lounge refurbishments in close seasons at most stadiums, including at Goodison. Some with major reconfigurations etc. It's a regular occurance. It's only an issue if other major works are still outstanding or there...

Not being finished this close to season start is unsettling. Sure, they can open some of these facilities mid season, and maybe that makes sense, but nevertheless it's very worrying.
