I doubt it's the fee that's the holdup. I suspect the sell on clause is what's ruining the deal. But, a way around that is for Everton to also insert a sell on clause or some other target based bonus when we sell him on.

The lad couldn't be happy with his wages to injury ratio, he just had to get big time on little old Everton and demand money he just isn't worth. It's all gone wrong for him. He must have thought he'd have his pick of the big clubs.
