Is he really that bad at defending? I got the impression watching him mark Silva out of the game that he's a clever player, he seems to anticipate movement well and get in good positions.

Depends what centre back means in a 3-5-2. No one except him really knows how he plans to use this formation, Rodwell could be intended as a more attacking sweeper type.
