When I bought my house, I made sure to tell the people who's house I was buying that I was really interested in buying the house and that I had loads of money available when negotiating the price.
They're probably just reluctant to spend money on short term solutions when Moyes will be here for a year or so and they'll be the ones left holding the bag on crap player contracts in 4-5 years time

Totally agree with all that. I genuinely think he's good at developing players overall (Garner is a great example too!)
It's youth he has a massive stubborn blind spot about for the most part, and that is and will continue to be an issue for us
