It's deceptive and not a great photo to judge it though. Look at the 18 yard box and the line on the grass, not even close to parallel. So you can't just draw a parallel line from the grass for the player position

I doubt 300 people in a stadium designed for 50000 counts as a mass gathering though. They wont be all stood in a group like a crowd at a concert

It's there to protect clubs though isn't it. Any owner could come in spend fortunes then jump ship leaving the clubs saddled with unmanageable wages and debt. The idea is a club should be self sustaining. If Dubai walked away how long would city last?

Not a chance. Do you realise how many Millons of litres of liquid are in the Tanks that are sat on the Wellington Dock. It's a double decker plant with 16 enormous tanks all constructed out of reinforced concrete. What ever goes in the BM will be light weight in comparison even with the people

Yes they did look at it. It was years in the planning, but ultimately they had no choice but to build there so cost didnt really come into it. The footprint of the existing site was to small. They added a secondary treatment plant on Sandon Dock in 1998 but it couldnt meet new compliance levels...
