How on earth can cooperation reduce a sanction by 2 points in one case, but then accepted mitigation re usm AND early plea reduce a sanction by 1 point in another? How on earth can accepting double jeopardy for 2/3 of the period reduce the penalty by only 2/5? If they apply consistent approach...

If the fullness of the charge cannot be dealt with then surely it can't be dealt with at all yet. See PL vs M City for precedent.
