Exactly this. All seats are covered but if the rain is coming down at an angle someone is going to get wet. That's the same for all stadiums that don't have a fully enclosed roof that makes it basically an indoor venue.

thats the perspective of where the image is taken. the roof edge is directly above the front row of seats. It'll be no worse than any other stadium in that respect

It’ll look better. It’s the same blue as the seats, and the rest of the stadium will have the advert boards separating the two tiers. The bare concrete would leap out much more than the blue.
