The bit I'm unsure about, and the bit that isn't mentioned in the article, is why PSV would accept a loan offer for a valuable asset.
It makes no sense to me, unless there is a guaranteed fee next year.
If so, would be an obligation to buy thing surely to smooth over FFP. And would make sense.

If PSG decide Messi, Icardi, Mbappe, Neymar ain’t enough and give us some reddies next week for moody arse, then that gets McNeil.
Small loan fee upfront, guaranteed fee next summer, is the only thing I could understand.
Still doesn't feel likely to me, but who knows.

I wouldn’t expect a boyhood kopite to treat us how barkley did. But he cost us 20m on his fee and wages for his boyhood club who’d nurtured him since 11. He’s worse than Rooney in my eyes.
