He's 27, not some prospect. In his entire career he's scored more than 10 goals in a season twice, once in the Spanish second division when he was a kid and 12 goals for Newcastle in 18/19. There is nothing there to support the idea that he will ever be a top level goalscorer.
And who was his manager in the 18/19 season?

If he could get back around the 10-12 league goals mark and chip in with a few assists that would have to be considered a good signing.

Have you actually thought that he might be brought in as a backup? Newcastle was very defensive football with worse players I’d like to assume the likes of digne, richarlison and co could give him better chances, we are crying out for somebody to come on and score a goal Naismith would get plenty of goals coming from the bench, Dirk kuyt was usually a bench player and would start sometimes, Leicester bought him for 30m? Offer them 15m with the promise of starting right wing sometimes but also coming on off the bench, how many times did we get a goal off our bench? I literally can not think of one goal other than sigurdson the odd time

Wow. When a club won’t sell to you that’s bad but getting to the stage of player negotiations and him swerving us, I assume because he knows what a joke club we are, stings a bit.
How do you know anything about his decision to not join us? If of course it's even true. Maybe he likes Milan, maybe his family is there, maybe he wants to play for Milan, maybe he's holding out for another club he likes. There's potentially hundreds of reasons none of which I suspect you are privy to.
