I remember Garth Brooks cancelling his whole Irish tour over it.
The Event Licence provided by DCC in accordance with the PP that exists for Croker stipulated three concerts per annum.
DUBLIN CITY COUNCIL has said that it would have been “unprecedented” to allow all five Garth Brooks concerts to go ahead as the local authority outlined the reasons for refusing permission for two of the gigs.

TheJournal.ie, Dublin City Council says that the concerts are being restricted to a maximum number of three in order to “minimise disruption to the neighbourhood in which the concerts are due to take place”.
It also noted that three consecutive concerts have already taken place in Croke Park in May when One Direction played.
Dublin City Council said in a statement that it considered all of the information submitted by the applicants – Croke Park Stadium and Aiken Promotions – as well as the information outlined at a series of event-related meetings.
“Given that Croke Park is situated in a heavily populated residential area, five shows in a row following on from the three concerts already held there this year is considered an over intensification of use of the stadium for the holding of special events/concerts”.
The promoters jumped the gun, organising 5 concerts for Brooks on the assumption that DCC with roll over and grant an exemption, and even put the tickets on sale. These sold out in rapid time -l I don't think any local residents got freebies.
DCC held firm in spite of huge pressure, saying they could allow an exemption for three (remember One Direction already had three) but not 5.
Brooks basically said all 5 or none - DCC did not blink and Brooks cancelled the whole lot!
I applauded DCC at the time for resisting some very serious pressure
