So, effectively once he has settled in...he has 1 season before he begins going downhill.

A World Class player would hit the ground running from his first day and give us 4 years of World Class talent.
I mean the way you sell it, whats the point in buying 18 year olds?
Say you buy an 18 year old, we have to wait 4 years for him to become a talent, in those 4 years hes very inconsistent and when he finally settles into a football player we sell them to City or Chelsea.
So using your formula, we should never buy players again.
