National Lottery cash (started 1994) has helped massively, as has the organisation of British Cycling - that in particular is nothing short of like having a formula 1 team of cycling. (look at how many Formula 1 teams of old are British based)


That added on to the rowing and the general improvement in the quality of the British teams in most sports is the reason.

When the overall quality goes up it drags everyone along.
