Well not exactly what you asked for mate but there is this:
“If one day Roberto, or the chairman, come and say: ‘He’s not for sale, we don’t accept any bid’, [then it's] game over. So during this process, it’s clear." - Mourinho.
That was well over a month ago back in mid-July.

There is a rumour that we told Chelsea in writing after the first bid (maybe even before after an inquiry?) that he was not for sale. We didn't make it public at the time to avoid a saga (mission accomplished!).
Even if that particular rumour isn't true (that would be significant because it would mean Mourinho made that statement
after he had already been told exactly that by EFC which would make it a truly astounding comment) there are multiple instances since then when Roberto said he wasn't for sale. The bids and talk continued.
So that seems like a total lie by Mourinho. Frankly it doesn't even bother me that much -- there effectively isn't even a rule against tapping up ... it happens in every transfer.
But, you know, a lie nonetheless.
There
is a difference between Martinez & Lukaku and Mourinho & Stones in that regard. Martinez was never told to back off by Chelsea.
I also pointed this out over on one of your message boards and had my post pulled over there because "it wasn't about John Stones." It was indeed about John Stones but also included that Mourinho content (over half their posts are exclusively about Martinez and aren't pulled from the thread). I know our mods will treat you a lot better than yours treated me.
