He hasn't. Jelavic has took his chance today, he should be rewarded for it with a start. If he doesn't take his chance against Norwich, then yes, drop him, but he deserves his chance, otherwise you're encouraging complacency.
If Lukaku starts next game, the message is clear - you can be as bad as you like here, you'll get game time anyway.
