I'm not sure about the expenditure, Catterick's great team of the late 60's: Wright, Hurst, Labone, Harvey, Husband and Royle, all free as products of our youth system. Brown was bought for a modest sum as was Morrissey, the only big money signings in that team were Ball and Kendall, even the two players who came in to cover Labone and Husband's injuries, Whittle and Kenyon were products of our youth system. That's the whole point, that team, in my opinion the best I have seen, cost buttons compared to the teams they competed with.Kendall by a mile on the basis of their enormously different level of expenditure.

Kendall won two but I suppose it is arguable that much of same squad for both.….Catterick built two title winning teams so I’d have to go for him as Manager. No doubt, Kendall was the better footballer of the two.

I think I'd have to agree although my era was Kendall. My Dad reckons 68/69 was the best footballing team he'd ever seen including all the championships in 63,70,85&87.The thing with Catterick was that he built two great teams, the team that won the league in 1963 was great but had lots of players at their peak and those players were coming into the last couple of years at the top. He then built the team that won the league in 1970, that team from1968 to 1970 was absolutely the best footballing club side I've watched, it's also worth remembering that over half of the first choice 11 were products of the Everton youth system.
I think on the basis that the football was so good and that he did it twice, I'd go with Catterick, but , maybe that's just an age thing. They were both tremendous either way
