Because there's a decent chance that by sticking to the current terms, they are ensuring they receive nothing, rather than giving themselves a chance at (or even guaranteeing themselves) that £10m or some portion of it.

We will waste half of that on Andre Gomes wages for a season, its nothing money.
Spurs know that 10m is nothing, I see no reason why they should change the terms.
