I thought he said to the reporter "I could never tell you that", which doesn't mean he couldn't do it. Moshiri basically confirmed that it is Kenwright/the board's decision.

Now that they are being doorstepped, they will act. They can spin "credible threats" and pretend headlocks, but now the media are chasing them into car parks it's time to finally act.

How bad did Bill look there. Discounting for a second his behaviour, he is physically not in a fit state to run a business

I'm not usually one to get conspiratorial, but Moshiri doesn't have to answer the question that way. He could have just as easily said the board are going to meet to discuss the future or something to that effect. Or maybe he's just a coward and just isn't capable to taking any personal responsibility. He knows that we all know he makes these decisions. And if he doesn't....
 

They either need to come out and back him or get rid. The clock is ticking on our exit from the prem, at least let the manager and fans know that.

They’ll wait 2 weeks now and then sack him the day before the Arsenal game or something like that
