Best way for them to get experience is by playing proper teams.

Best way to make sure they only get that chance for 90 minutes a season is by playing unproven and unready youngsters who get taken apart.

Getting youngsters better/experience is not like a computer game - they don't level up against harder opponents just by the fact they played against them.
