If the cameras were two feet apart, it's impossible to slow down. Using a three-year rolling period where two are already in the past (and therefore cannot be changed no matter how much you cut back) is pretty much the same. Apart from a transfer fee and salary cap, there's no system that would level the playing field as the clubs with the bigger revenues would always have a built-in advantage. As with the new expedited process for the new charges, the hearings have to be done by early April, with the outcome of appeals and stuff before the end of May. So the new process doesn’t really allow for a month wait for the commission report before formulating an appeal process etc.
