I don't really think it does, it doesn't even really work like that in any other sport, only competition can get your truly sharp for competition
Other clubs rotate their players almost every match and use their backup goalkeepers in the cups without ever worrying about whether or not they'll be sharp enough after a few weeks of not playing in first team matches.

we've been rotating and using our back up keeper in the cups, not really sure what point you are trying to make here

Yes, we have been, but people keep saying that any bad performances by backups can be excused by them not having a run of matches as a starter. Nobody made that excuse for ter Stegen or Szczesny or Casillas last season (since we're talking about keepers).

It's an excuse, nothing more. If you need a run of six or seven matches in a row as a starter before you're any good, you're a liability, because no Premier League club can afford to carry someone as a passenger in their lineup while they wait for him to get up to speed.
