100% I bet its because somebody who isn't very smart thinks they are, and that they can figure out what the bare minimum is that they can spend and stay safe. A wise man would spend some money to ensure you are midtable. A fool who happens to also be a chairman will think he can outsmart everyone else, so hes not really bothered by it.
