Why Roberto Martinez?

Just a question for die hard Everton fans I'm just starting to follow the team religiously. My background is in American sports. What was the reaction around here when the club named Martinez the manager? In American sports a team as prestigious as Everton wouldn't hire a boss who's previous team was terrible. Didn't he get Wigan Relgeated? Just doesn't add up to me? Explain this to me like someone who knows a lot about American sports and nothing about premier league? In American football some mangers will get fired from a prestigious team and in a couple years possibly get picked up by a bottom feeder. Long story short why is anyone suprised this campaign has been disappointing given Roberto's track record.
