I think we all know the big fella will be off at the end of the season if we dont get top 4. So way i see it and hopefully Moyes sees it, Is go out spend some money have a real go at top 4. Then worse case scenario we miss out top 4 we have to sell Fellaini and we recoup any money spent in Jan.
I think Moyes will be pressuring the board to get their hands in there pockets and i also think thats why he has not signed new deal yet.

Think you're spot on there mate. Bill knows that he needs to tie Moyes down to a new contract and the promise of money to build the squad further is the way to do it. They both know that his close to achieving what he set out to build here and that money should be able to do that and keep him here long enough to hopefully start winning things with the squad he's built

I think the banks have eased off now and with the new tv deal kicking in next year I do think we will have a bit to spend.

I don't think BK will drive up the debt level for what could be labeled as reckless spending. No point betting the club on getting 4th PLUS having to get through the CL qualifier next season, and then having a firesale because we didn't. I think careful spending if the money is there

The OP has a point. If Fellaini's off in the summer, why not buy his replacements now with borrowed money before the news gets round that we have big money and then when we sell Fellaini we can pay off the debts easy like.
