You would factor in the Fer money because supposedly it was their to be spent, was not spent and therefore should still be available and that basically is why it should be factored in!!!!!!!!!

If you save for a household item and don't buy it and do not spend the money but a few months later decide to buy another household item you can use the money you had?

It's just a different commodity as long as the supposed money has not been used for other running cost?

Any business would keep its money in different pots to use for specific things its called budgeting....

we must have read different opening posts. I didn't read anything about him talking about what is left to be spent or looking to discuss what might / might not be available. I read it that he's talking only about what deals we've actually done this summer.

It looks like you've decided what his thread should be about and have tried to tell him what he's missed out. Surprised you haven't mentioned the Negredo money as well
 
Why do so many people label Kone at 6.5M??

He had a buy out clause at 5M according to the guy who may of once broke a leg in a cup final, yet people still insist he cost us 6.5M.
 
Nah - it's in all cases:

Subject to Rule V.39, upon payment of a Compensation Fee, a Contingent Sum or a payment
made pursuant
to Rule U.37, a Club shall forthwith pay to the League a levy equal to 4 per
cent. of the sum paid (net of any Value Added Tax) and in the case of a Compensation Fee
payable by instalments, the levy upon the whole of it shall be paid as aforesaid upon the
Transferee Club applying to register the Player to which it relates.

Compensation fee = a transfer fee
Contingent sum = any other fee associated with a transfer
Payment made under rule u37 = a fine for missed payment

All 3 are subject to the levy.
 
that reads to me as every transfer fee is subject to the 4% levy (and even if the fee is to be paid over a number of years the 4% of the entire fee has to be paid in one installment.

Unsure what happens with transfers where final fee is dependant upon bonuses.

I don't claim to be cleaver though so my comments can be disregarded
