You would factor in the Fer money because supposedly it was their to be spent, was not spent and therefore should still be available and that basically is why it should be factored in!!!!!!!!!
If you save for a household item and don't buy it and do not spend the money but a few months later decide to buy another household item you can use the money you had?
It's just a different commodity as long as the supposed money has not been used for other running cost?
Any business would keep its money in different pots to use for specific things its called budgeting....
