I've based this on cups won, success over the course of the past century and the clubs size of fan base. Some big names are missing but I tried to narrow it down as best as I could

1: Man United
2: Liverpool
3: Arsenal
4: Tottenham
5: Everton
6: Leeds United
7: Manchester City
8: Aston Villa
9: Chelsea (If it wasn't for Roman they wouldn't even make the list)
10: Nottingham Forrest

Just outside top 10
Derby County
Bolton Wanderers
Newcastle United
Burnley
Ipswich Town
Blackburn Rovers
West Ham United

surely Arsenal has bigger following than City?

So do we, but unfortunately "big clubs" are now judged by how much money they've got any how much stuff they win.

Historically Liverpool are massive, and that still pulls in the money for their sponsorship deals, etc, so you can't deny they're still up there. I don't think any club even in the next decade will come close to being as popular as United and the ****e currently are in places such as Asia.

City and Chelsea's money will get them there eventually, like, if their owners stick around long enough to see it through.

That's my reasoning for how I rated them. We win nothing and have no money, no prospect of winning anything in the near future and no investment on the horizon, hence we're below those teams there, but clearly bigger than those below us in terms of nearly everything aside from money...
