Exactly, if FIFA/UEFA were serious about making the game a fair sport they'd make an example of cases like this and bring in points deductions, expulsions, transfer bans etc....
The sooner they make it clear that breaking the law in any form carried actual consequences the better,
But they won't as they don't want to upset their favourites and miss out on backhanders and favours
