I think these days, when referring to a person, it's a put-down, ie. that Groucho is a right belter.

When referring to a non-human, it's a compliment ie. Oumar Niasse scored a belter of a goal in the CL final to win it for Accrington.

I googled it, and it's 19 Century slang of British-Yiddish origin ,=Brass.

So it makes sense, amazing that it was still being used in the late 20th Century.
