You've been away far too long Jacob, double meaning nowadays.
I think these days, when referring to a person, it's a put-down, ie. that Groucho is a right belter.

When referring to a non-human, it's a compliment ie. Oumar Niasse scored a belter of a goal in the CL final to win it for Accrington.

Belter has been a word up here for ages. Synonymous with class, champion, mint, proper awesome, etc.

Ket means a collection of sweets or chocolate to scoff on your own.
 
Micky or mickey was always a pigeon or a piss take.

Blert was a descriptive term for a females major erogenous zone, they do have more than one

Belter was either good, a cracker or even a lie, bit like El Pricko
