Street end man

Player Valuation: £40m
Is there any basic info. online with regards to how this will be built? ie looking at the plans the stadium actually appears to be over the actual dock itself. Will this be filled in first or does it get built on stilts? Does it span 2 quays? Looking at the preservation work that will also take place in the immediate vicinity it'll be a gem of an asset to the city, right down to relaying old railway tracks and capstans and refurbing the pump tower.
