I doubt it was reactive. Rotation would have been mentioned when it was first put up there...

Im sure the original was painted, the replacement is a poster. Can't see why they'd have taken the time to paint the original if they'd planned to cover it up a month or two down the line.

You are wrong mate. The original was also a poster and I was told at the time (by one of the workers who was erecting it) that it was going to be changed regularly.
