Local authorities often want more but by "giving" it does in the future help to "get."

In the early stages of the build, Spurs gave the local authority about £8m for local schemes.
Spurs then built a community college and then built 100's of "affordable" flats 1/2 mile north of the stadium, (with I think, a % set aside for council tenants?)

A friend was working on the spurs scheme for pinsent masons... Their contributions decreased a fair bit from what was initially agreed (close to 20M)... I don't remember why though.

Yep, it was all a bit too convenient imho....Spurs had a report commissioned from KPMG saying the scheme was on the very edge of being viable, so the council was persuaded to reduce the contributions. As HH says, the club has had involvement in a lot of local developments (housing schemes, sixth form college, medical centre to come amongst other things), so it's not like the stadium was built in isolation, but on the question of s106 contributions, it's probably fair to say the club wriggled out of a lot of them.

there is an argument that the club have anticipated this with the redevelopment of goodison, giving back to the community in a project without being asked (but knowing that they will have to do something of this ilk anyway so may as well look like a good guy and plan for it from the off)
 
What makes you think it will sink ???
If you knew the history of Liverpool you would be aware that the Pier Head ....
Liver Building , Cunard Building and Port of Liverpool Building all stand on the site of the George's Dock (filled in 1899-1900)
They have most certainly stood the test of time , much to the dismay of the RS arsonists in respect of our rock solid Headquarters .

And that dock and all of the others sit on an effin big 50 mile wide block of sandstone...the same stuff they dug out to build the Cathedral with and half the older parts of the city.
Those walls at BMD that keep out the river with its 30ft tides werent just plonked down on the muddy river bottom.
Nothing to worry about Re sinking.
The hard part may be stopping it leaking
