They seem to make a distinction after 11pm of live music being allowed inside the stadium but not the stadium bowl (which I take to mean the plaza?) .

I thought the bowl was inside and there was a separate once issued previous for the plaza

The club need to do something about this stadium as currently its like playing at a neutral venue every week. It needs something, it needs atmosphere it needs to have more Everton visible
