No details of how the project will be funded have been confirmed as yet, that said private or institutional (investment bank/s) funding is likely to be the preferred method.

What we can say, is the club are seeking private funding, and have not gone down the route of council funding.

I am with you but do not trust that UNESCO and Historic England to try and screw things.

Well they might do, but I'm not sure what new things they can bring that weren't already in place when it got passed from the council.

Where do you get the 10,000 from? 7,000 at the most, and a fair few of these will be non-vocal i-pad holding visitors. Those who think the new ground will be a hot bed of noise, facilitated by the stadium design, will be disappointed.
