Yes, it is. But only since the 90's, I think. Wasn't like that first time I went. They dug down ro make it bigger.

The lower tier of the Millennium (Principality) stadium is below ground level. The stadium stands directly adjacent to the river Taff.

From the pictures we have the pitch will only be a couple of feet below the dock wall maximum as it doesn't fit in to the recess. Therefore they would have to start digging into the dock wall between BM and Nelson to be able to sink it down:

At the St Lukes presentation he was saying that Koeman suggested that players could go up steps before running out onto the pitch, but Meis said that couldn't be done because...I've forgot why, but I think they had to have the ground raised by a metre.
