They won't need to be as good in the transfer market as Moyes was though because they'll be inheriting a much better side.
That's a pretty short-sighted view, surely? Moyes has had to be pretty brilliant in the transfer market just to tread water these past few seasons. The type of football we're playing now is sustainable because Moyes can keep bringing in Jelavic's and Gibson's for a few million a transfer window, replacing £15m players with quality replacements for a fraction of the price.
A manager who doesn't use the money as efficiently will oversee a gradual (at best) decline in the quality of his side. (We've had a negative net spend the last few years haven't we? The only money we spend is invariably taken from the fees of bargain buys from the manager himself) This will result in more spankings in derbies and early cup exits, thus negating any positive in the change in personnel in the first place. That's what I worry will happen anyway. Are there any other teams with a negative spend over several years in this league? Where are they in the table, if so?

Yeah it would. Wenger does well with generating funds through player sales and bringing through talented young players.
It's a good skill for a manager to has. And it's a skill that pretty much every manager who works for a club in say holland or south america or portugal where the big stars get sold every year to the big leagues has to develop.

It suggests that for a club with a negative net spend, you need a Wenger to get you regular CL football. And he hasn't won anything in 8 years.

Who said anything about CL football? I'm saying that Moyes leaving probably won't lead to us being in league one like some people would have you believe.

It almost surely won't, no. But it's more likely that the squad will decline in quality as, even if we secure top 6 finishes, we won't have money to spend. That doesn't bode well for the long run. If we were to go with someone who ends up being wasteful in the transfer market, what's the limit on the damage that could do to our squad? It was alright for the RS with Kenny, you can only do so badly after spending £100m, but if we drop the ball for a second and waste our £10-15m from the sale of a Fellaini or Baines, we're utterly f*cked for that next season at least, you would think.
Basically, we need a manager who can be really efficient in the transfer market AND who is superior to Moyes in the other aspects of management. i.e. a Wenger type manager. That's why I think the odds are against us in a big way of finding him.
