The problem I have is I think the manager system is far superior to the DOF system. The fact remains, the great club side have been led by managers in the main. The ones that haven’t been (primarily Chelsea) are bereft of an identity.Like everything else, football evolves with the needs of the times , in both tactics and organisation. In actual fact the 'manager system ' is a relatively recent step, for most of footballs history a commitee of board members would select the match day 11 and the trainer did the rest.
When a footballing dinosaur like Allardyce admits the necessity of a DoF you know things have irrevocably moved on.
With the increasing complexity of dealing with ever more powerful players and their agents , negotiating contract renewals and transfers all within a long term budget, it is easy to see the need for a DoF to allow the manager to manage the first team.
When you add in the need to oversee the many levels of youth teams and their coaches and ancillary staff, and to do it in such a way that these young players can progress as seamlessly as possible to the first team squad , the need for a person with an intimate knowledge of football becomes paramount.
There is also the fact that managers themselves don't hang around as long as they once did , let's face it if Ferguson had retired sooner even Moyes would not have been here for as long as he was.
Perhaps clubs are less patient also with managers who do not achieve success after a reasonable length of time as well.
It is therefore desirable that the club employs a DoF to provide continuity and help select a coach who is best suited to work with the current players.
Depending on what you mean by "virtually new team" that's not really true. 12 players were in at least 2 of the 3 finals matchday squads. Which out of a total of 18 players is a lot. Some all 3.Stop making excuses, Monchi’s Sevilla won the Europa League three times with virtually new teams. If you’ve got a good DOF this shouldn’t be a problem.
