Does the FA cup winner still qualify for Europe? Would the runner up, if outside the European places qualify if the FA cup winner is already in a European spot.

For example Chelsea v Newcastle final. Chelsea wins but are already in a European spot, would newcastle take the place over the 8th placed team?

It would still go to the league, so effectively 8th gets Europe if city win both.
