On the topic of wealth, whether an owner has 900 mill, or 3500 mill is meaningless. You cant spend 3500 mill on a team without violating FPP. You can spend 100 mill, so you need someone who has the cash where they can COMFORTABLY do that without having to consider holding back. Past that its meaningless as you cant spend it if you dont make it.
You can though because FFP isn't worth the paper it's written on.
